Former deputy mayor of New York City

Tony Coles was responsible, as Rudolph Giuliani?s Deputy Mayor and close advisor, for overseeing key initiatives to improve the quality of life and economic health of New York City. Coles? world changed on September 11, 2001 when he experienced, at the Mayor?s side, the attack on the World Trade Center. Immediately thereafter, Coles dealt with the complex aftermath confronting New York City minute by minute.

As a key member of the Giuliani team for eight years, Coles was instrumental in efforts to privatize public services and encourage private enterprise and in making strategic planning and accountability a part of City government. The result was a streamlined government and a strengthened economy.

At the podium, Coles describes how organizations can use team building, leadership, and crisis management to overcome obstacles. He also explains how reinventing and re-engineering government put the City in as good a position as possible to deal with the terrorist attacks and their aftermath.

Coles graduated from Tufts University and Columbia University School of Law. Prior to joining the Giuliani administration he was a commercial litigator in New York City. Coles was appointed Deputy Counsel to the Mayor when Giuliani took office in 1994. In that capacity he negotiated for the Mayor in the groundbreaking merger of the City?s transit and housing police forces into the New York Police Department, a key step in improving the City?s ability to fight crime. In 1997, he was appointed Senior Advisor to the Mayor, where he was responsible for developing and implementing reform initiatives, including the City?s Workfare program.

As Deputy Mayor for Planning, Education and Cultural Affairs during the last two years of the Giuliani Administration, Coles was responsible for overseeing all aspects of city planning and public improvement and coordinated City efforts to preserve, promote and expand its cultural institutions and attractions. He continued to oversee welfare reform and a variety of other initiatives, such as coordinating the Administration?s relations with the new media and biotechnology industries.
